Continue Columns on Second Page in Word 2019
If content in the left column does not continue from the right column, then newspaper-style (snaking) columns are not appropriate. Instead, you will need to use a two-column table. Be aware, though, that Word can get very unstable with long single-row tables, so it is advisable to start a new row wherever feasible. Often in a situation like this, the text in one column is a translation or explication of the text in the other column. In such cases, it is desirable to start a new row wherever you want to synch text in the two columns.

Hi,
As stated by Suzanne Barnhill, the appropriate method is to use a two-column table which can extend from page-to-page and need not have any column borders.
You can find this under Insert > Table.
Where you do not need for the text in one column to correspond to that in the other, you would simply have a single row. Note that tabbing within the second column will create a new row.

Thank you for your answers -- however they are not what I am looking for. I am already aware of such techniques. The issue with these is that they continue onto the next page and subsequent pages without a break. I would like each page to be as is shown in the picture, with the three texts flowing from one page to the next -- imagine taking three books: one a primary source and the other two commentaries to the source, and having every page in the document containing the requisite part of the primary source with the commentaries below it. That is what I wish to achieve; I hope it is possible but I haven't seen a way to do it yet.

You can link text boxes together so that the text flows from one to the next. However, the number of text boxes that can be linked is limited to 32. So if you have more than 32 pages, You will not be able to have the text flow beyond that point and will need to start a new series of text boxes.

I agree with Doug Robbins that you may want to try linked Text Boxes. It still will not be a natural flow in that you'll have to set the text boxes up on each page, but you could select the three and save them together as an AutoText to make insertion easier.
